Trigger FIFO file deletion in non L0 only if exceeding max_table_files_size (#10955) Summary: **Context** https://github.com/facebook/rocksdb/pull/10348 allows multi-level FIFO but accidentally made change to the logic of deleting files in `FIFOCompactionPicker::PickSizeCompaction`.
