Refactor cache.cc

Summary: Refactor cache.cc so that I can plugin clock cache (D55581). Mainly move `ShardedCache` to separate file, move `LRUHandle` back to cache.cc and rename it lru_cache.cc.

Test Plan:
    make check -j64
