Refactor ObsoleteFilesTest to inherit from DBTestBase (#5820)

Summary:
Make class ObsoleteFilesTest inherit from DBTestBase.

Test plan (on devserver):
```
$COMPILE_WITH_ASAN=1 make obsolete_files_test
$./obsolete_files_test
```
