TransactionLogIterator sequence gap fix

Summary: DBTestXactLogIterator.TransactionLogIterator was failing due the sequence gaps. This was caused by an off-by-one error when calculating the new sequence number after recovering from logs.

Test Plan: db_log_iter_test
