[CF] WriteBatch to take in ColumnFamilyHandle

Summary: Client doesn't need to know anything about ColumnFamily ID. By making WriteBatch take ColumnFamilyHandle as a parameter, we can eliminate method GetID() from ColumnFamilyHandle
