Summary:
This header file was including everything and the kitchen sink when it did not need to. This resulted in many places including this header when they needed other pieces instead.
Cleaned up this header to only include what was needed and fixed up the remaining code to include what was now missing.
Hopefully, this sort of code hygiene cleanup will speed up the builds...

Context:
Exposing the level of the sst file (i.e, table) where it is created in `TablePropertiesCollectorFactory::Context` allows users of `TablePropertiesCollectorFactory` to customize some implementation details of `TablePropertiesCollectorFactory` and `TablePropertiesCollector` based on the level of creation. For example, `TablePropertiesCollector::NeedCompact()` can return different values based on level of creation.
- Declared an extra field `level_at_creation` in `TablePropertiesCollectorFactory::Context`
- Allowed `level_at_creation` to be passed in as an argument in `IntTblPropCollectorFactory::CreateIntTblPropCollector()` and `UserKeyTablePropertiesCollectorFactory::CreateIntTblPropCollector()`, the latter of which is an internal wrapper of user's passed-in `TablePropertiesCollectorFactory::CreateTablePropertiesCollector()` used in table-building process
- Called `IntTblPropCollectorFactory::CreateIntTblPropCollector()` with `level_at_creation` passed into both `BlockBasedTableBuilder` and `PlainTableBuilder`
- `PlainTableBuilder` previously did not capture `level_at_creation` from `TableBuilderOptions` in `PlainTableFactory`. In order for it to call the method with this parameter, this PR also made `PlainTableBuilder` capture `level_at_creation` as a required parameter
- Called `IntTblPropCollectorFactory::CreateIntTblPropCollector()` with `level_at_creation` its overridden functions in its derived classes, including `RegularKeysStartWithAFactory::CreateIntTblPropCollector()` in `table_properties_collector_test.cc`, `SstFileWriterPropertiesCollectorFactory::CreateIntTblPropCollector()` in `sst_file_writer_collectors.h`

Since `SstFileReader` don't know largest seqno of a file, it will fail this check when it open a file with global seqno: ca89ac2ba9/table/block_based_table_reader.cc (L730)
Changes:
* Pass largest_seqno=kMaxSequenceNumber from `SstFileReader` and allow it to bypass the above check.
* `BlockBasedTable::VerifyChecksum` also double check if checksum will match when excluding global seqno (this is to make the new test in sst_table_reader_test pass).

Summary:
This is a feature to sample data-block compressibility and and report them as stats. 1 in N (tunable) blocks is sampled for compressibility using two algorithms:
1. lz4 or snappy for fast compression
2. zstd or zlib for slow but higher compression.
The stats are reported to the caller as raw-bytes and compressed-bytes. The block continues to be compressed for storage using the specified CompressionType.
The db_bench_tool how has a command line option for specifying the sampling rate. It's default value is 0 (no sampling). To test the overhead for a certain value, users can compare the performance of db_bench_tool, varying the sampling rate. It is unlikely to have a noticeable impact for high values like 20.

Something worth mentioning is that we don't update the seqno in the index block since and when doing a binary search, the reason for that is that it's guaranteed that SST files with global seqno will have only one user_key and each key will have seqno=0 encoded in it, This mean that this key is greater than any other key with seqno> 0. That mean that we can actually keep the current logic for these blocks
