Fixups for env_copy with large files
...
wsize was being truncated to 32bits on Windows.
Only try to write 1GB at a time on Windows64;
larger writes fail with ERROR_WORKING_SET_QUOTA.

The motivation for this change is my distribution moving to a multiarch
layout. While the architecture specific stuff (binaries, libraries,
etc.) is installed under /usr/${host}/{bin,lib,...} architecture-independent
data should still be installed to /usr/share/.
