Add Env::GetThreadID(), which returns the ID of the current thread.

Summary:
Add Env::GetThreadID(), which returns the ID of the current thread.

In addition, make GetThreadList() and InfoLog use same unique ID for the same thread.

Test Plan:
db_test
listener_test
