Make some variables configurable for each db instance

Summary:
Make configurable 'targetFileSize', 'targetFileSizeMultiplier',
'maxBytesForLevelBase', 'maxBytesForLevelMultiplier',
'expandedCompactionFactor', 'maxGrandParentOverlapFactor'
