Implement ReopenWritibaleFile on Windows and other fixes

Summary:
Make default impl return NoSupported so the db_blob
  tests exist in a meaningful manner.
  Replace std::thread to port::Thread
Closes https://github.com/facebook/rocksdb/pull/2465
