Fix TSAN for delete_scheduler_test

Summary: Fixing TSAN false positive and relaxing the conditions when we are running under TSAN

Test Plan: COMPILE_WITH_TSAN=1 make -j64 delete_scheduler_test && ./delete_scheduler_test
