Add an argument to ldb to dump live file names, column families, and levels, `list_live_files_metadata`. The output shows all active SST file names, sorted first by column family and then by level. For each level the SST files are sorted alphabetically.
Typically, the output looks like this:

Second, a flag was added `--sort_by_filename`, to change the layout of the output. When this flag is added to the command, the output shows all active SST files sorted by name, in front of which the LSM level and the column family are mentioned. With the same example, the following command would return:

Thus, the user can either request to show the files by levels, or sorted by filenames.
This PR includes a simple Python unit test that makes sure the file name and level printed out by this new feature matches the one found with an existing feature, `dump_live_file`.

Summary:
At the moment, the following command : "`./ --db=mypath/ dump_file_files`" returns a series of erronous names with double slashes, ie: "`mypath//000xxx.sst`", including manifest file names with double slashes "`mypath//MANIFEST-00XXX`", whereas "`./ --db=mypath dump_file_files`" correctly returns "`mypath/000xxx.sst`" and "`mypath/MANIFEST-00XXX`".
This (very short) PR simply checks if there is a need to add or remove any '`/`' character when the `db_path` and `manifest_filename`/sst `filenames` are concatenated.

Summary:
RocksDB Makefile was assuming existence of 'python' command,
which is not present in CentOS 8. We avoid using 'python' if 'python3' is available.
Also added fancy logic to format-diff.sh to make clang-format-diff.py for Python2 work even with Python3 only (as some CentOS 8 FB machines come equipped)
Also, now use just 'python3' for PYTHON if not found so that an informative
"command not found" error will result rather than something weird.

Summary:
This PR allows for the creation of custom env when using sst_dump. If
the user does not set options.env or set options.env to nullptr, then sst_dump
will automatically try to create a custom env depending on the path to the sst
file or db directory. In order to use this feature, the user must call
ObjectRegistry::Register() beforehand.
Test Plan (on devserver):

```
All tests must pass to ensure this change does not break anything.

- Introduced an include/ file dedicated to db-related debug functions to avoid making db.h more complex
- Added debugging function, `GetAllKeyVersions()`, to return a listing of internal data for a range of user keys. The new `struct KeyVersion` exposes data similar to internal key without exposing any internal type.
- Migrated the "ldb idump" subcommand to use this function
- The API takes an inclusive-exclusive range to match behavior of "ldb idump". This will be quite annoying for users who want to query a single user key's versions :(.

tools/check_format_compatible.sh will check a newer version of RocksDB can open option files generated by older version releases. In order to achieve that, a new parameter "--try_load_options" is added to ldb. With this parameter set, if option file exists, we load the option file and use it to open the DB. With this opiton set, we can validate option loading logic.

Add the flag --prefix to the sst_dump tool
This flag is similar to, and exclusive from, the --from flag.
--prefix=0x00FF will return all rows prefixed with 0x00FF.
The --to flag may also be specified and will work as expected.
These changes were used to help in debugging the power cycle corruption issue and theses changes were tested by scanning through a udb.

This set of changes implements the following design: `ldb` will utilize `--path` parameter which can be used to specify a file name. Tool will then apply some heuristic to determine how to output the data properly. The design decision is not to probe the file content, but use file names to determine what dumping function to call.

Summary: ldb works with raw data from the database and needs to be aware of ttl-database to work with it meaningfully. '-ttl' option now tells it that. Also added onto the ldb_test.py test. This option may be specified alongwith put, get, scan or dump. There is no support to provide a ttl-value and it uses default forever because there is no use-case for this currently.

Summary: ldb_test.py did a lot of assertFalse checks and displayed all the failed messages on the std output making it confusing to tell a successful from a failed run. Also many empty lines used to be needlessly printed. Also added some progression-"feel-good" lines in the tests
